Preventive maintenance does not have the function of reinforcing the pavement; therefore, it should not be expected to improve the pavement’s strength or load-bearing capacity.

  Restorative maintenance refers to maintenance operations aimed at repairing localized damage or specific types of distress on the pavement—operations that have not yet affected the entire surface.

  Pavement rehabilitation refers to a situation where damage to the pavement has affected most of its surface area, causing comprehensive structural deterioration. As a result, it becomes necessary to carry out repair work involving the regeneration and repaving of the surface layer to some extent.

  Pavement reconstruction refers to a situation where, due to the failure to promptly repair and reinforce the pavement, structural damage occurs throughout all layers of the pavement structure. In such cases, not only the pavement surface layer but also the subgrade may require reconstruction. When the subgrade needs to be reconstructed as well, the process is referred to as road reconstruction.
