Penetration is defined as the depth to which a standard needle penetrates an asphalt specimen at a specified temperature over a specified period of time. Therefore, the softer the asphalt, the greater its penetration value will certainly be.
The two are unrelated. Penetration refers to the depth to which a standard needle, under specified conditions at 25°C, penetrates an asphalt specimen when tested using a penetration tester. The softening point is the temperature at which a standard ball, heated at a specified rate, sinks to a predetermined position within the specimen.
